The revision also includes the introduction of a 'combined calculation system' that determines eligibility by adding together income earned from multiple workplaces. The government estimates that this measure will allow about 35people to newly benefit.
The Ministry of Employment and Labor announced this on 10. The revised enforcement decree is expected to take effect after administrative procedures.
It was explained that those subject to the law include freelancers and specially employed workers. Previously, eligibility for insurance was determined based on the working hours provided.
The government said it aims for employment insurance for all citizens in the long term. The specific implementation timing and detailed criteria will be finalized in a future notice.
The notice centers on the fact that the rules will be revised to change eligibility requirements from income, and that under a combined-system approach, income from various forms of work will be linked and assessed. After implementation, the scope of application and procedures will be specified through administrative notices.
