South Korea’s first tripartite shipbuilding council was launched on 2026 year 7 month 13 day. Hosted by the Ministry of Trade, Industry and Energy and the Ministry of Employment and Labor, the launch ceremony was held, and the key point is that labor, management, the government and major shipbuilders created a permanent dialogue channel.
Representatives from labor, including the Metal Workers’ Union under the Korean Confederation of Trade Unions, the Metal Federation under the Federation of Korean Trade Unions, and the Shipbuilding Industry Labor Union Alliance, took part in the council. On the management side, the Korea Offshore & Shipbuilding Association, HD Hyundai Heavy Industries, Samsung Heavy Industries and Hanwha Ocean were present.
Immediately after the launch ceremony, the first meetings of the steering committee and the working-level committee were held one after another. About 20 experts in shipbuilding recommended by the labor ministry, the industry ministry and the Economic, Social and Labor Council joined as members.
Members of the National Assembly also attended. Democratic Party lawmaker Kim Tae-sun and Rebuilding Korea Party lawmaker Shin Jang-sik were seen at the launch ceremony.
Against this backdrop, the rise in the shipbuilding industry’s standing through the Korea-U.S. shipbuilding cooperation project ‘MASGA,’ as well as the lingering shortage of skilled labor, the gap between prime contractors and subcontractors, and the repeated cycles of boom and bust, were cited. Last 5month 13day at the ‘K-Shipbuilding Future Vision Roundtable,’ President Lee Jae-myung mentioned the need for a system in which employers and workers can share the gains together.
With this launch, it is the first time labor, management, and the government have established an official channel for discussions. How the future consultative body and working-level consultative body reach agreements is expected to serve as a yardstick for gauging changes at the implementation stage.
